Mistral announced on September 8 a €3 billion Series D at a post-money valuation above €21 billion, which it calls the largest equity round ever raised by a European tech company. Samsung Electronics led, with co-leads Scaleup Europe Fund — an EU initiative managed by EQT and anchored by a €1 billion European Commission commitment — and PSG Equity. New investors include Advent, BlackRock, and the Grand Duchy of Luxembourg; existing backers a16z, ASML, NVIDIA, General Catalyst, and Lightspeed also joined. The raise follows a Series C led by ASML and July reports of Samsung talks near a €20 billion valuation.
The syndicate matters as much as the size: a Korean electronics giant, an EU Commission-anchored growth fund, and a government investor (Luxembourg) form a different capital base than the US mega-funds financing most frontier labs. Mistral frames the round around controlling infrastructure and data rather than just building the most powerful model — language consistent with its August sovereign-AI partnership with Saudi PIF's Humain on Arabic frontier models, suggesting the sovereignty pitch now extends past Europe.
For enterprise buyers with data-sovereignty requirements, Mistral's claimed reach — 20 countries, 125+ enterprise customers including Airbus, ASML, and HSBC — gets more credible backed by a policy-linked balance sheet. For investors, the harder question is whether a €21 billion valuation for a three-year-old lab holds on revenue rather than capital-cycle momentum; proceeds go to compute and frontier research, so the next test is whether that spending narrows the capability gap against better-funded US and Chinese labs.
