HP Japan and Rakuten Group launched "Rakuten AI for Desktop," preloaded on HP PCs sold in Japan starting July 29, 2026, for corporate customers first, with a consumer version planned from October 2026. The app runs a specialized on-device build of Rakuten's own Japanese-optimized 7-billion-parameter model, "Rakuten AI 7B ONNX," compiled to run locally on HP's AI PCs for offline tasks such as text rewriting, summarization, and translation without sending data to the cloud. In cloud mode, the assistant connects users to Rakuten's ecosystem of more than 70 services โ€” including Rakuten Ichiba shopping search, Rakuten Travel itinerary planning, and Rakuten Mobile support โ€” through a set of specialized AI agents, alongside consumer-facing "community agents" such as an English coach, a cooking assistant, and a fortune-telling agent, all accessed via a chat window, floating system-tray icon, and an inline context action bar.

This is as much a distribution play as a model story: rather than compete on frontier benchmarks, Rakuten is using a small, Japanese-tuned model to answer the offline-privacy objection that slows enterprise AI PC adoption, while the OEM preload puts its 70-service ecosystem in front of every corporate HP buyer in Japan by default. It's a concrete case of a regional-language model owner monetizing distribution rather than raw capability โ€” pairing a compact on-device model with a much larger closed ecosystem of transactional services instead of chasing frontier-lab scale. For HP, bundling a hybrid assistant differentiates its AI PC line on software depth rather than NPU specs alone.

For builders, the notable technical detail is a 7B model ONNX-compiled to run fully offline on consumer PC hardware for everyday Japanese-language tasks without a cloud round trip. For investors, the enterprise-first rollout, with consumer availability held to October, signals a controlled pilot; the real test is whether the hybrid assistant drives incremental usage of Rakuten's paid ecosystem services rather than sitting unused as a preinstalled app.
