Meta opens WhatsApp Business setup to Claude, Cursor, Codex, and ChatGPT via MCP

Meta announced that AI agents can now set up and manage WhatsApp Business messaging, the service companies use to reach customers inside WhatsApp. The company said the old path forced developers across the Developer Console, Business Manager, API reference, and an editor; teams can instead describe the work in chat to a preferred agent. The bridge is a new WhatsApp Business Tools MCP server that connects coding agents such as Claude, Cursor, Codex, or ChatGPT to the WhatsApp Business Platform, expanding Meta’s existing MCP lineup beyond ads and app-configuration tools. Agents can create a Business account, add and verify a phone number, register for Cloud API access, check Terms of Service, author or edit messaging templates, test messages and webhooks, and monitor failures in ToS, payment method, and Business Verification. Meta’s Social Technologies MCP can still help discover endpoints, search docs, and troubleshoot errors.

This sits squarely in the agent-tooling race: MCP is becoming the shared interface through which agents call production SaaS APIs, and Meta is wiring it into WhatsApp Business onboarding—one of the densest messaging surfaces on the internet. Days after Meta’s Muse consumer agent launched on WhatsApp with Stripe-powered checkout, this is the developer-facing counterpart of the same distribution push: agents that not only converse on WhatsApp but also stand up the accounts and operational checks that used to fail quietly. Peer MCP servers from Stripe, GitHub, Salesforce, Slack, PayPal, Notion, Atlassian, Google, Microsoft, and others already show the pattern; Meta is applying it to a messaging stack it controls end to end.

For builders and investors, WhatsApp Business integration work is shifting from multi-console toil into agent-callable tools. Coding-agent products that already speak MCP gain a Meta-authenticated path into account creation, template authoring, and ops monitoring, which compresses the wedge for messaging startups that still sell setup labor. The near-term tell is whether agent-led onboarding lifts Cloud API registrations and whether Meta keeps widening MCP coverage across its social and ads surfaces.
