Naver Cloud-led consortium wins South Korea's national cybersecurity AI foundation model contract.

South Korea's Ministry of Science and ICT selected a Naver Cloud-led, 32-member consortium over a rival led by SK Telecom to build the country's "security-specialized AI foundation model," a state-funded program for a domestically operated cyber-defense model. The win follows an August 27 report that Naver Cloud and LG CNS were assembling the effort. The consortium includes LG CNS, LG AI Research, and LG Uplus; security vendors Logpresso, MarkAny, Sandsrand, Sparrow, S2W, AI Spera, Winstec, EST Security, Jiran Security, Tatum, Theori Korea, PnPSecure, and Hunesion; public bodies including Korea Hydro & Nuclear Power, KEPCO KDN, the Financial Security Institute, and KISTI; and universities including KAIST, POSTECH, and Seoul National University. The ministry will provide 256 Nvidia B200 GPUs for an initial five months, extendable to ten pending a mid-term review, with a formal agreement due this month.

The project treats a cybersecurity foundation model as state infrastructure rather than a commercial product, routing GPU allocation directly from government rather than a cloud contract, and testing whether a domestic provider can serve isolated, classified networks where foreign hyperscaler models aren't an option. It also extends Naver Cloud beyond hosting into owning a government-mandated model, while giving a dozen mid-size Korean security vendors shared access to compute and a base model they couldn't reach alone. Naver Cloud's AI Market Watch coverage has risen to five tracked items in the past 90 days from two prior (per the AI Market Watch index; coverage, not a census), tracking the project's move from formation to formal selection.

For the security vendors involved, this is a rare direct line to state-funded compute and a foundation model to fine-tune for detection and response products — a template other Korean sovereign-AI mandates may reuse. For investors tracking Naver Cloud, the win positions it as Korea's default vendor for government AI infrastructure, though 256 B200 GPUs is modest next to hyperscaler-scale training runs, a reminder that sovereign-AI mandates don't automatically carry sovereign-AI-scale compute.
