SK Telecom is rolling out an execution-focused AI agent strategy branded AI for All, moving past answer-only chatbots toward restaurant bookings, public-service tasks, and payments on users' behalf. The carrier is one of three consortia—alongside KT and Kakao—selected by Korea's Ministry of Science and ICT for a nationwide free general-purpose chatbot and public AI agent build. Kim Ji-hoon, head of SKT's AI business division, said the stack will use multi-LLM orchestration centered on the company's A.X K2 model, with partners including Liner for search, Elice Group for education, and GoodDoc for healthcare, plus card issuers for agent commerce and payments. A closed beta is planned for mid-October and a public launch for December, with year-end monthly active users targeted at 5 million and 10 million the following year.
The move extends SK Telecom's earlier argument that competitiveness hinges on orchestration and iteration speed rather than peak model scores: A.X K2 remains the hub, but the bet is now task completion across everyday Korean services. Telco-owned identity via PASS, TMAP navigation hooks, and voice channels let agents reach seniors by phone and SMS without installing an app—an accessibility surface consumer chatbot startups rarely control. SKT will treat revisit rate and task-completion rate as core KPIs, not mere sign-ups. Per the AI Market Watch index, SK Telecom coverage rose to 23 items in the last 90 days from 5 in the prior period, name-matched over pipeline-ingested sources only.
Builders and investors should watch whether SKT can close the coverage gap Kim flagged—theater bookings that work while restaurant bookings fail destroy trust—and how fast MCP and API sub-agents from Hashed Ventures portfolio firms and 15 service partners fill that surface. Standardized agent-to-service rails plus payment pilots with card partners are the commercial proof points; if completion rates hold at national scale, carriers become a distinct distribution class in consumer agents, not just model wrappers.
