SK Telecom and Naver Cloud Bid for South Korea's Cybersecurity AI Model Program

South Korea's Ministry of Science and ICT received two proposals for its cybersecurity-specialized AI foundation-model program: one led by SK Telecom and one led by Naver Cloud. The selected consortium will receive access to 256 Nvidia B200 GPUs for 10 months and develop its model through July 2027. SK Telecom's group includes Upstage, AhnLab, SK Shielders, Secui, Igloo Corporation, and academic partners; Naver Cloud's 32-member group includes LG CNS, LG AI Research, LG Uplus, East Security, and research institutions.

The contest moves cybersecurity from conventional detection tooling toward domestic, domain-specific foundation models intended to support threat analysis and agentic security workflows. The government cited increasingly capable AI-enabled attacks, including vulnerability discovery, attack-path analysis, malware generation, and automated execution. The key market question is whether a consortium-built model can become a reusable security layer across Korean enterprises and critical-infrastructure operators rather than remain a time-limited public R&D project.

For builders, the opportunity is in turning a base model into trustworthy workflows with proprietary telemetry, retrieval systems, evaluation suites, and human approval controls. For investors, the program is a signal that local distribution and validated deployment environments may matter as much as model training capability in cybersecurity AI. The September selection will clarify which ecosystem gains the initial platform advantage.
