Submer, an AI infrastructure provider covering design, build, power and thermal management for data centers, has signed a Memorandum of Understanding with Edgecore Networks, an open-networking and AI infrastructure vendor, to jointly pursue AI-ready data center opportunities across the Middle East, Turkey and Africa. Submer contributes advisory and consultancy, facility design and build, IT integration, power infrastructure and thermal management; Edgecore contributes its open networking portfolio spanning AI/ML switches, data center networking, optical networking and disaggregated infrastructure built for high-bandwidth, low-latency workloads. Per the AI Market Watch index, Submer was founded in 2015 and has raised $131M to date, tracked in a roughly 5,000-company index that is coverage rather than a census.

The MoU responds to a shift already visible in the region: GPU-intensive AI workloads are pushing rack densities, power draw and thermal loads higher, while sovereign AI programs in Saudi Arabia and UAE are demanding infrastructure that can be deployed locally at scale. Treating facility design, power, thermal management, compute and networking as separate procurement tracks is becoming harder to scale under those conditions, which is pushing infrastructure vendors toward pre-integrated partnerships formed earlier in the design cycle rather than bolted-on collaborations after a deployment is already underway.

For builders and investors tracking AI infrastructure outside the US-China axis, the practical signal is procurement structure, not the MoU itself: Gulf sovereign AI buyers are starting to favor vendors who arrive as a coordinated thermal-power-networking package over single-layer specialists. Whether this converts into signed deployments in Saudi Arabia or the UAE is the detail worth watching, and it is a template other thermal and networking vendors chasing emerging sovereign AI hubs are likely to replicate.
