An existing major consumer platform secures a state-funded national distribution channel with explicit GPU allocation and sovereign-AI policy backing, raising the stakes in Korea's agent-platform race without introducing a new top-tier lab.

South Korea's Ministry of Science and ICT selected Kakao, alongside SK Telecom and KT, as one of three consortiums running the state's "AI for All" national platform. Kakao will build its service on top of KakaoTalk's roughly 49 million users, partnering with LG Uplus, LG AI Research, LG Electronics, LG CNS, Day1 Company, Lunit, Seoul National University Hospital, Shinhan Bank, Workswave, Wonderful Platform, Jobis&Villans, Kakao Enterprise, Crowdworks and Furiosa AI. CEO Shina Chung outlined a "one person, N agents" vision at the September 4 kickoff: a single conversational assistant routes tasks to specialized agents for jobs, finance, healthcare and elder care. Each of the three consortiums receives 512 Nvidia B200 GPUs; the government's budget allocates 250 billion won (~$180M) to the program, including 170 billion won (~$121M) to lease about 2,000 B200 GPUs, 30 billion won (~$21M) split evenly across consortiums for system build-out, and 50 billion won (~$36M) as a shared fund to onboard third-party agents. Beta testing runs through November, with full launch targeted for December.
This amounts to a state-directed agent-platform bakeoff, putting Kakao in direct competition with SK Telecom and KT for default distribution inside a government-endorsed AI layer rather than building reach organically. Kakao is routing its own Kanana model plus LG AI Research's EXAONE and Lunit's medical model through KakaoTalk's existing chat surface, and the platform will connect to the government's AI National Assistant so users can file public paperwork inside the same thread — a state-subsidized adoption funnel most consumer AI products don't get.
For builders, Kakao said outside developers will be able to register and distribute agents through an open marketplace starting next year, alongside a 2027 feature letting users assemble their own agent bundles rather than relying on presets — a distribution channel worth tracking for Korean AI startups. For investors, the targets are concrete and falsifiable: 5 million MAU by December 2026, 10 million by end of 2027, against subsidized GPU and cash runway that removes much of the usual cold-start cost.
