US expense-management firm Ramp has opened in the United Kingdom—its first market outside North America—and named ElevenLabs as an early customer running bill pay, corporate cards, and AI token spend on the platform. The move follows Ramp’s earlier purchase of Swedish payments firm Billhop, which provided regulatory payments authorisation in the UK and EU. Ramp is pitching “token spend intelligence” tools that break AI costs down by model and team, citing roughly 21× growth in AI spending across its customers since June 2025, and says it is working with Visa on UK corporate cards. Other named UK customers include CRM startup Attio; European rivals cited include Spendesk, Payhawk, and Pleo, alongside US peer Brex.

For the AI market, this is finance infrastructure catching up to a new cost shape: usage-based inference that swings daily and fragments across providers, models, teams, projects, and API keys. Ramp’s UK push packages that visibility as a go-to-market wedge for AI-heavy startups and scale-ups, extending the same spend-control thesis behind its earlier Router multi-model gateway. Per the AI Market Watch index, Ramp is already tracked in AI fintech with $3+ billion in total funding (coverage of ~5,000 indexed companies, not a census), so the story is less a new entrant than a distribution play: export a US spend stack into Europe’s densest AI-startup market while AI line items become CFO-visible.

Builders and investors should treat AI token spend as a procurement and governance surface, not just an engineering metric. Expect finance buyers to demand model- and team-level attribution when evaluating LLM vendors, and watch whether US spend platforms or European incumbents win the seat that sits between API keys and the ledger.
